You should look into the new array interface:
http://numeric.scipy.org/array_interface.html

It was developed by the numpy/numarray people to allow easy interaction 
between array packages and other extensions without any dependencies.
If you have questions about it, you should use the numpy mailinglist or 
gmane.comp.python.numeric.general
