#40 Panel "image layout" field - allow align top/bottom/R/L

so as to be able to add the ctrlr toolbar into a panel and not cover up the interface I've designed - it'd be nice if I had the ability to align my panel bg image top/left/right or left.. center does me no good, nor does tile or stretch. . .
