[Ctags] patch for php parser to work with new php 5 syntax

Hi

I made a little (maybe not perfect) patch to make the php ctags parser 
work with the new PHP 5 syntax. The patch can be found here:

Hope it's useful for anyone else and maybe gets included in the next release
