Hi,
If the input is the attached .cxx file, then without the attached patch, only the definition of the Derived::foo() is found by ctags, not its declaration.
Please consider the patch for inclusion.

Could you send a PR at https://github.com/universal-ctags/ctags ? Not only test input but also expected tags file is needed in universal ctags. See https://github.com/universal-ctags/ctags/blob/master/docs/units.rst .
