#1 php error

I've just installed CSIGv31 and ran through the setup
wizard with no problems, unfortunately upon running it
at:
http://www.toletown.com/csig I receive the following
error:

Fatal error: Failed opening required 'PEAR.php'
(include_path='')
in /home/www/toletown/csig/libraries/DB.php on line 25

Can you help or give insight as to the problem?
