I am using Elcipse 2.1.2 on a W2K box. I downloaded the CSS editor project and unzipped it. I moveded the net.sourceforge.csseditor_0.0.3 folder into the C:\Program Files\eclipse\plugins folder. When I started Eclipse and went to Help>About Eclipse Platform and clicked the Plug-in Details button no entry for the csseditor appeared.
Note: I have followed the same procedures with the phpeclipse plugin with sucessfull results.

The CSS editor plugin works only with Eclipse 3.0 (M6 or M7).
