[cssed-devel] Test packages 0.3.0

I'm making some test packages now the Win32 port is done - but no
plugins yet - and I've uploaded them to my web site.

The sources could change a little, but the build scripts, and packaging
scripts won't change if no errors are found.

The source tree is the CVS one.
