[cssed-devel] Changes in po Makefiles (cssed)

Compilation was breaking due the use of some non ASCII characters in
cssed's source files (interface.c).

I commited some changes in Makefile.in.in to tell xgettext to expect
UTF-8 characters in source files.

Changes in CVS, patch attached.
