What are you building on and with ?
On UW7.1.0 with native devsys for me it sets up curses OK
(with and without --with-vcurses) - theres only the same problem with
flex and when I hand fix that in the makefile it comes out fine ...

(if you're using gcc presumably it doesn't know (or want) to look
in /usr/ccs/lib ....)

(UW7 has its native curses as a static library in /usr/ccs/lib)
