When I type "automake" in cscope-15.8a directory, nothing seems to be building. Seems only Makefile.in gets generated from Makefile.am.

Actually, 'automake' doesn't build the Makefile, either.  It builds
Makefile.in from Makefile.am.

What made you assume otherwise?
