[Cs-studio-core] Change proposal for ui.util in 3.1 branch

Hi,

Proposing minor change in a core plugin on the stable branch (which should be advertised so that other people are aware).

In org.csstudio.ui.util, the ErrorBar will allow to set margins that are used only when the exception is set. When no exception is set, no margin is there making the widget disappear completely. This will allow to recover the margin that one has to put right now between the error bar and the rest of his composite. Default behavior will not change (margin set to 0).

If no objections are raised, I'll push the change tomorrow.
