Eric Sunshine made the following changes:

-*- Modifications to chkperl.sh:

    - Fixed numerous portability problems which prevented the script from
      functioning correctly on some platforms.

    - Documented the imports and exports.

    - Made aesthetic improvements.

-*- Fixed a slew of makefile bugs in csperl5.mak, netman.mak, netmtst.mak,
    perl5tst.mak, and template.mak.
