I don't think the two are mutally exclusive.  You can use wxWindows to write the "Palm-Desktop integrated application".

Sure.  wxWindows is open source, so you can do anything you want with it.

I'm just suggesting wxWindows, because it allows for anyone to run the Desktop app, not just Windows users.
