Features requested:
1) Make a threshold to the rod/staff/wand level a
character is allowed to use, based on the use magic
skill. Suggestion is twice the skill level for PCs, and
twice the overall level for NPCs/monsters. Higher level
rods/staves/wands can simply not be activated at all.
2) Add rods/staves/wands of very low levels as a more
frequent possibility in some random-generated treasure
lists (chests) and shop inventories (otherwise poor
character with level 1 'use item' can't train his skill...)
