what if rods where dangerous
this would make using wands/staffs more
desirable, and help limit the level 1
player using a level 110 banish rod
rod-level - skill level = %expload chance ( minimum of 1% )
for ( rod level - skill level ) + 1/2 rod level damage

hmm, factoring in levels could 'solve' the 'issue' of players levelling up with rods (of banishment)
