Yes, you have to create them by setting up a portal vault:
   &L "a_teaser"
or
   &L "enter_ziggurat_a"
etc.

The reason is that the ziggurat level builder now uses the entrance fee to 
compute the amount of loot handed out. If you bypass the payment with &P, 
you get a crash.
