The class definitely seems interesting, not having to take the otherwise terrible thief class to start with t&d skill is an intriguing side effect. If any rod at all is considered it would probably have to be limited to either smiting or striking, the later being mostly inferior to a wand of magic dart. Enslavement seems like a rather strong effect to be handing out from the start, as well. I wouldn't give them a weapon if a (hand) crossbow is provided, though a knife could possibly be argued for (or a hammer for the tool connotation).
