Just use any recent 2.6 kernel. Every Linux distribution comes with
such a kernel these days.

PS: This is not the best place to ask such a question, you could try
with a forum/mailinglist/newsgroup related with the Linux flavour you're
using or any generic Linux related group. This mailing list is strictly
related to cpufreqd (the userspace daemon, not the kernel driver)
development issues. :)
