I had the same problem with cppcms-1.0.4 and fixed it by installing manually
the latest version of the ICU library(v51.2) (ubuntu came with version 4.8).
It compiled ok, although it failed two tests:
85 - test_locale_boundary (SEGFAULT)
86 - test_locale_formatting (Failed)
