Exclude paths not honored for MinGW headers

As mentioned in another post (https://sourceforge.net/p/cppcheck/discussion/general/thread/d5dc8361/#f6e7), I have "C:\MinGW\include\" in my project's exclude paths, but two headers at that path (inttypes.h and winnt.h) are included in the results of warnings and errors. This occurs in at least cppcheck 1.81 and 1.82, probably older releases as well.
