I would say No.. in my opinion it would just be waste of time to run Cppcheck directly on Fortran code "as is".
I have never tested it but a wild idea is that maybe you can use a "Fortran to C" converter and run Cppcheck on the output. If you try this it would be fun to know your conclusion about this. :-)
