If you are self registering , ( and not currently logged in as another 
user ) you should get the password field. But if you are adding a new 
users to a course, then the password will be generated and emailed to 
the user. At which point the user confirms their registration and 
(hopefully) changes their password.

Does that make sense. If you are not logged in and still not seeing the 
password field there is a problem with the UserRegistration dtl. (I guess)

I just checked a couple of our 2.1 systems and they appear to behave as 
above.
