[Coursework-devl] Bug in AdminSite.java

There's a bug in the debugging code at line 240. It's pretty minor
really: the adminLogger says it's activating a tool, when
it's actually activating the next tool. This causes the "activating
tool: null" messages that appear in the admin-logs.

The attached patch should fix this.
