[maildropl] Courier mailing list policy change.

Effective immediately, only list members may post messages to the mailing 
list.  If you are posting with a return address other than the address 
you're subscribed to the mailing list with, you'll just have to set up a 
posting alias in mailman, and set it to "nomail".

The posting restriction will remain in place until spam to all Sourceforge 
mailing lists subsides.

Edit the headers if you're going to reply to this message; otherwise you'll 
get a bounce for every list you're not subscribed to.
