Yes, it's true that it affects prior releases. All symbolic links always  
have 0777 permissions, no matter what. But permissions.dat formally gives  
the permissions for a particular file that turns out to be a symbolic link,  
and the permissions are different than the permissions on the symbolic link  
destination. Since the symbolic links' permissions will turn out to be 0777  
anyway, when you create them, this won't matter. This would only matter if  
your installation script manually works its way through permissions.dat and  
chmods everything, as indicated.

Otherwise this makes no difference, whatsoever.
