CC conference organiser when paper submitted or new
registration as an option that can set in the admin
interface.

The conference organizer should be able to choose in his
notification preferences on what events he wants to be CC'd.
Default should be when new paper submitted, when a review
has been completed and a new person has registered.

Paper submitters, registered and not yet registered people
might want to subscribe to updates of the programme...

regarding the means of notification: additionally to email,
SMS and instant messaging might be interesting...
