#7 Full automake/autoconf support for pMARS

A patch to add automake/autoconf support to all
directories, giving useful stuff like a `make install'
target which will install the binary, the man page, and
the various data files into the right places so Things
Just Work(tm). Hopefully....

Depends on my original automake/autoconf patch for the
src/ directory (#403016)
