#2 New minimal copher

I recently noticed that a) most of the features of copher were marked as not working, back in 2009, and b) the other two sites for which it had some support, LuaForge and RubyForge, are now defunct.

I therefore removed support for everything but uploading files to SourceForge; the result is backwards-compatible, and very simple. I attach it. Feel free to make it into a new release (0.3.0?), and I'm happy to help in any other way if you like (including being added to the project myself).
