#648 Change Parent Referrers doesn't provide full list

Just thought I'd point out, that when you go to change Child Resources, you get a full list of available options

When you go to change Parent Referrers, you only get the options that are either currently chosen or have previously been chosen.

Example setup:
- 1 JBossZip
- 3 JBossServer's

To choose the JBossZip applied to each server, you have to go into each and every JBossServer and choose the JBossZip (as a child resource). You SHOULD be able to go to the JBossZip and choose all 3 JBossServer's in one go (as a parent referrer). But you can't, because only (it appears) currently or previously selected values are available.

Can this be changed to that parent referrers behaves like child resources?

This is in 3.4.12.
