The blue light will flash slowly before USB enumeration, and then flash more rapidly if the RNDIS configuration is selected. It will stop flashing (and be on constantly) once windows initializes RNDIS on the device.

Did you try forcing the driver to load? If not, try that. If that doesn't work, try using AtmelRNDIS.inf instead. Once again, you may have to force the device to use this specific driver file. One of the two should work.
