My up and down arrows scroll the shell output instead of allowing me to navigate the shell history. Looking in the settings, they are not set up as hotkeys for scrolling up and down. It is pretty annoying to not have access to the shell history.

Do you have Scroll Lock turned on on your keyboard? Hint: in Console, look at Edit / Settings / Hotkeys / Use Scroll Lock for scrolling.

You're right - I hadn't seen that option.
