#30 resource operation bookkeeping (INLINE)

The INLINE module does not keep track of the resource operations it encounters. Because of this the runtime resource operation conflict detection (RuBCoDe) in StarLight will not work. This TODO item is subject to the changes in SECRET for the resource operation model.
