#425 add email about check-in on right click menu

I use commit monitor for code reviewing, and when I see an issue, it would be very handy to select "email about check-in" and have my default email client pop up with some info about that change in the body.

Some things that would be good for such an email
- committer
- date
- list of changed files
- change url
- web viewer link
