What steps will reproduce the problem?
1. Start with 1.8.3 on Win7 x64
2. Upgrade to 1.8.4
3. Enjoy setting everything up again

Mark all as spam, and block user from posting to "Tickets"

I'm pretty sure that both were 64bit; is there any way to verify what the older version was?
