#268 ToolTips not shown once ToolTip times-out; close/reopen window or dialog required

What steps will reproduce the problem?
1. Open CommitMonitor
2. Hover over the Filter input field to display the tooltip
3. Wait several seconds for the tooltip to timeout and disappear
4. Tooltip will no longer display when you again hover over the field.
(Must close the window and reopen before the tooltip will display again.)

What is the expected output? What do you see instead?
I expect the tooltip to display each time I hover over the field, regardless of whether or not the previous hover timed-out.

What version of the product are you using? On what operating system?
1.6.8.532 on Windows XP SP3.

Please provide any additional information below.
Same problem occurs elsewhere, too -- like the "Add Project" dialog in the "URL for a web based viewer" field.

Does it not show even if you click first e.g. on a log message and then back to the filter edit box?

I have a similar problem on WinXP: The tooltip will flash up and vanish in a fraction of a second again and again. This makes it impossible to read the tooltip
