What steps will reproduce the problem?
1. Switch network environment.

What is the expected output? What do you see instead?
I'd expect a simple way of toggling proxy server. Instead, I need to go to
Windows Explorer in order to just to get up TortoiseSVN settings...

What version of the product are you using? On what operating system?
CommitMonitor 1.6.5.470 with TortoiseSVN 1.6.6.17493 on Windows Vista SP2.

Basically, this convenience feature would consist in adding an entry in the
system tray icon and a button in the CommitMonitor toolbar, intuitively
labeled "TortoiseSVN settings" to spawn the TSVN settings dialog. That
would also be useful for other tweaks, given that CommitMonitor apparently
uses TSVN under the hood. :-)

Implementing this would also help fixing/providing a workaround for issue
111, in the sense of providing an easy way to switch proxy. Although this
issue was inspired by a similar use-case, it's more general than that.

This is already done in a similar tool, SVN-Monitor [1].
