I found this program from the Tortoise website. I was wondering if it could
do the following:
Sometimes I make changes to infrequently used projects on my computer and I
forget to commit the change to Subversion. Is there a way this program can
monitor folders on my computer and display a bubble notification when I need
to commit one or more folders? It'd be great if the taskbar icon was green
when everything was committed or red when I have one or more folders to
commit.

I didn't mean to file this is a "Defect" sorry about that. It is meant to be a

Well, I know a similar tool which does this (highlights local changes available),
SVN-Monitor [1]. But be aware that it also also consumes a lot more resources (CPU
and, specially, memory).
