What steps will reproduce the problem?
1. I use notebook at work and home. At home I use direct-internet access,
but at work I must use only proxy. When I first run at work program take IE
(or from other) proxy settings and at home I can check repositaries.
What version of the product are you using? On what operating system?

Issue 224 can be related to this, «in the sense of providing an easy way to switch
proxy» (as stated there), which seems to be the main issue here.

This is a major flaw that I find in Commit Monitor. I as well use a proxy at work and
not at home. Would be very nice to be able to specify the proxy settings.

As well as the procedure suggested by tortoisesvn, you can use TortoiseSVN settings
dialog to do it in GUI-friendly way. I also use it at work and at home and that's
what I do! :-) See issue 224, merged with this one, for more details. ;-)

The TortoiseSVN workaround doesn't work for me. When I configure TortoiseSVN to use the proxy, then CommitMonitor can't access the repositories I access using https: or svn:.
My use case is that I need http servers to follow my current proxy settings (IE, or TortoiseSVN if I must), but all svn and https servers to ignore the proxy. The examples don't make it look like I can provide an exception using the protocol, only using the hostname.
Now on 1.7.1.597 and Windows 7 x64.
