#8 Makefile build support on Windows

Currently the DOM only supports compiling with VS2003 or VS2005 on Windows. A few companies have expressed interest in compiling the DOM with different compilers. We should have a makefile setup on Windows like we do on Linux so that people can use a different compiler if they need to. The compiler would need to have a command line interface to fit it into a makefile setup properly.
