[coLinux-devel] PATCH for build-libs and new w32api

* Check modification on W32api or new version of this lib.
   Version saved in md5sum as installed file w32api.h.
* patch/w32api-3.2.diff is optional. Variable can be empty.
* X11 can be local installed in colinux target directory.
   Helpful for systems without X11 devel installed system whide.
