#17 Add a comment type category

For each peer review comment, we require a type (it is
called
defect severity level here). It is an enumerated value
that is
one of "style", "minor", "major", "catastrophic". I
would like to
see a pull-down selection for these on each new comment
page.
That also implies being able to go back and change the type
after the comment is submitted (perhaps it was improperly
categorized) and sort/select by it when viewing comments.

Hi there,

We actually have had somebody work on functionality similar
to this just recently. I am awaiting his patch, so once I
get that, it may not be very much work to implement this.
In either case, I am keen to see this in the next release,
as I see this as being very worthwhile.
