#101 create topic help tips cause infinite ping-pong

The "(?)" symbol on the "Create New Topic" page creates a temporary tooltip (thanks for that -- I hated the old permanent tooltip). However, certain browsers (at least Firefox) place the tooltip in the center of the page, regardless of where the "(?)" symbol is. The problem is that if the symbol itself is near the center of the page then once this tooltip appears, it covers up the symbol and gains focus. This causes the tooltip to disappear. As soon as the tooltip disappears, the mouse is once again over the symbol and the tooltip pops up again. This continues ad infinitum.

Yes - I can confirm that - its pretty funny, but not really that serious an issue. Anyway, we have it recorded here to eventually fix.
