[Codenarc-developer] Upgraded CodeNarc project to SourceForge Allura

Just FYI, as recommended (required?) by SourceForge, I have upgraded the
CodeNarc project to use their new Allura platform.

 

This should have minimal or no impact, especially since we now use GitHub
instead of the SourceForge SVN repo.
