[Codenarc-developer] 0.13 release planning

We have no open defects, all my changes are in, and we have no
feedback on the 0.13 release candidate.

Should we release? I think so.

Our tasks:
* Make a new download button for site (me)
* Upload the new site pages (you)
* Upload new release to maven (you)
* Update Gradle (me)
* Update Grails plugin (you)
* Update the Griffon plugin (me)
* Update CHANGELOG.txt (Done!)
* Write announcement (you)

Anything else? Can I do any other of the tasks?
