Main Program - Add Incident

When entering no data to the window and clicking on button Open then OK and SAVE are available. So the incident can be saved without entering data.
This should not be possible.

1. use case: Unit reports Incident, Information pending. -> create Incident without data, only unit attached
2. use case: You get first the Patientinformation, then the exact information of the BO. For this you must create an empty incident to fill in Patientinformation

Same discussion was for 'Patadmin': Sometimes you have no information, but want to create an incident (or Patient in Patadmin) and fill it afterwards. You can't define required inputs, because it varies widely.
