I'm observing this too on windows 7 with version 0.92, regularly the process stop accepting new TCP connections.
Trying to restart the service won't work: the stopping with "net stop cntlm" never completes, then trying to start the service is refused "the service is either starting or stopping". I end up restarting windows to the fix issue.
Anyone has a better workaround, maybe stopping the service from the process explorer ? Any hint would be useful.

Actually simply kill the cntml.exe process within the task manager (may need to display process from all users first to see cntml.exe appear in the list)

Any chance to get this fixed ? I have to restart cntlm on an hourly basis sometimes. Very annoying when going through high data consumming compilation that crash because internet is not reachable.
what should we provide to help ?
cheers,

I've written about this here also:
https://sourceforge.net/p/cntlm/bugs/37/
with an attachments (log and cntlm.exe.stackdump )
By the way... I'm using version cntlm-0.92.3, but this also occurred on 0.92.1.
