Hi! I interested in voice authentication.
Someone calls to call center and need to authorize in system by saying some
phrase. For example 'MY NAME IS NURLAN' and system should recognize is it
really Nurlan. Any suggestions? Could Sphinx do that?

No, CMUSphinx does NOT support voice authentication.

www.numenta.com has a demo of speaker identification. Open source to try but
commercial licence costs moula.
