We in the Sphinx Group are certainly interested in h.323 interoperability with CMU Sphinx, and hope to work with you to help get that going.
The narrowband (8kHz) models for the CMU Communicator may be helpful here. You can find them at
http://www.speech.cs.cmu.edu/sphinx/models/hmm/
and there should be more models appearing there as people start using the SphinxTrain acoustic trainer and contributing them (or data -- please write me if you'd like to contribute audio data).
