How to build the dictionary file from the normalized text file

Dear cmusphinx support team,

Please tell me how to build the dictionary file(.dic) from the normalized
text file as shown below

<s> Handlung Machen </s>

<s> Straßen kontrolle </s>

<s> Straßen reinigung </s>

<s> Schau dienst </s>

Note: those strings above are in German
