This project have very bad to nonexistent documentation. I have downloaded the en-70k-0.1.lm.gz 2016-05-31 116.7 MB 78
Where to put this to activate it?
You can put it anywhere and configure the value of the -lm argument to properly load the new file. For more details see the tutorial

Also note that default model provided with pocketsphinx is equivalent to en-70k-0.2.lm.gz and better than en-70k-0.1.lm.gz
